The study analyses the organisational and decision-making preparedness of outpatient healthcare facilities in the Czech Republic for disruptions to the drinking water supply. A cross-sectional empirical investigation combining quantitative questionnaire data with a qualitative analysis of open-ended responses was conducted. The findings indicate a predominantly low to moderate level of preparedness, a lack of formalised procedures, limited operational continuity, and a strong reliance on improvisation and external actors. The preparedness of facilities is determined primarily by organisational and decision-making capacity rather than by technical self-sufficiency. The study establishes a basis for the development of decision-support tools and emphasises the importance of organisational resilience in managing infrastructure disruptions. It also contributes to a deeper understanding of the relationship between technological dependency and the governance of healthcare systems.
The article’s main objective was to characterize the assumptions of civil protection in Poland in the context of the National Security Strategy of the Republic of Poland as of 2020. As a result of the study, it was found that in the document of strategic importance, which is the National Security Strategy of the Republic of Poland in force since 2020, a lot of attention was paid to the issue of the security of the state and its citizens – the entire first pillar, which is also the main national interest of Poland. Within this pillar, particular importance was attached to the management of national security, state resilience and general defence, the Polish Armed Forces, cybersecurity and information space.
The article deals with the most dangerous topical issue related to the immediate safety of a person, society and the state as a whole - to technogenic terrorism. Technogenic terrorism represents an extremely complicated phenomenon in the social and legal environment of any state in the world and can have disastrous consequences for human security and for the world as a whole. This research focuses on the historical aspects of occurrence of hazard, it is analyzed individual objects of technosphere that carry potential danger, and it is defined the emergency essence as part of technogenic terrorism and it is provided their classification. Separately, it is focused on the technological safety state in Ukraine and finding of appropriate legal measures of counteractions to technogenic terrorism in Ukraine.
